Water does get through only to the epidermis, and that is the very top layer of it. That way, when you sit in the bath for a long time, your skin starts peeling, where the very top layer is thicker. The same top layer of your skin needs to be hydrated. Otherwise, it would dry and would start peeling. Most of the dermis is from water. There is not yet proof that drinking water will take water to your dermis and has a significant impact on your skin or not.
